The idea of SIAAP was inspired by late Ms. Mauricia Najjuma, LT Musisis mother in 2004. This was during a visit while on leave from war in Iraqi to Ssese Islands when LT Musisi had gone to see her. Ms. Mauricia Najjuma challenged her son to do something for the people of Kalangala District where the problem of HIV/AIDS was pandemic yet services were very limited. Using his contacts within and outside Uganda, Frank developed SIAAP as a community based NGO to help the BASESE.
